Staff Operations is for shops where several cashiers share the same register across shifts. Each sale is tied to whoever was signed in, managers approve sensitive actions without taking over the till, and everything is recorded.

Who it is for. Several cashiers taking turns on one iPad or web register, shops that run shifts, and owners who want a record of who did what. A single owner on a single device may not need it.
